<研究ノート>イタリアの精神医療改革に触れて: 精神保健医療福祉と留学生相談の場で考えていること

Abstract

イタリアの精神医療改革は、精神障害からの回復のため、精神障害とともに生きるために病院は本当に必要なのかという根源的な問い直しの結果、実際に病院がなくても地域で精神障害を持った人たちが暮らしていけることを国の単位で示している。制度的な違いがあっても、その考え方、取組から学べることは多く、日本の現場にも役立てられることがあるのではないかとの問題意識をもって考えてみたい。日本における応用の可能性と限界、その限界の背景についても考察したい。

Psychiatric reform in Italy has proven that mentally handicapped people can survive as citizens in the community without psychiatric hospitals, resulting from the ultimate question of whether or not recovery from mental disorders as a "whole" person with his/her complexities requires psychiatric hospitals. Although the situations of Italy and Japan differ greatly with regard to their systems of mental health services, one can utilize the concepts from which psychiatric reform in Italy has been realized in order to examine our own mental health practices. Here the possibilities and limitations of the utilization of these concepts will be considered.
