わが国公有林野政策の基礎的形成 : 山口県における公有林野の形成と展開

Abstract

山口県における公有林野政策は, 明治35年「国有土地森林原野下戻法」により地元に下戻された約7万町歩 (実測12万町歩余) の林野を対象に, 昭和5年一応経営体制が整うまで (1) 所有権の市町村統一 (2) 入会整理 (3) 市町村直轄林業経営の展開という三つの目的を根幹として樹立され推進されていったのであるが, この政策過程の特質及びその政策遂行を可能とした客観的基盤は次のようである。(一) 山口県公有林野政策は市町村直轄林業経営推進を核として展開されたという意味それはわが国公有林野政策の意図を最も純粋に示しているといえる。(二) そしてその客観的基盤とは (1) 政策対象となった山 野は入会規制の弱かった林野でありその整理に当たって抵抗が少かったこと。(2) 農業特に稲作構造において公有林野整理・経営体制確立の過程では既に草肥依存から脱却し, 更に肥料の少くてすむ品種が栽培されていたこと。(3) 公有林野整理が必ずしも地元利用を排除するものではなかったことである。

(1) The purpose of the policy of public forests in Japan is considered to establish the real condition of the enterprise of timber forests under the direct control of administration. But the process of the policy is stupefied on the whole; it doesn't always follow that we can recognize the purpose of it. In this circumstance the process of the policy in Yamaguchi Pref. gives us good matters to understand the substance of it in Japan. (2) However, it may be impossible to regard the process of the policy in Yamaguch Pref. in the same light as that in Japan; on the contrary one is not akin to the other. It depends on the difference of the objective basis of the policy. (3) 'Sanno', which is the property liable for the policy in Yamaguchi Pref., is not taken for proper commonage, terefore the policy in Yamaguchi Pref. involves confused conditions in other prefectures. In this meaning the process of the policy in Yamaguchi Pref. is considered to be the negative archetypal formation of it in Japan.
