近代都市計画と街路樹・序論

Abstract

近代都市計画にとって街路樹は自明の施設であろうか。実は西欧において都市を計画的に造形する際に, 都市内の道路に樹木を植栽しようという考えが出てきたのは比較的新しい。その考えを遅れて輸入したわが国で, 道路には街路樹があるのが望ましいとする思考が多くの人々に広く定着しているように見えるのは何に起因するのだろうか。本稿はその起源を歴史的にいくらかたどることによって, 街路樹に対する反省の一視点を提示することを目的とする。日本の街路樹論のいくつかをふりかえってみると, あまりにも安易に街路樹の長所のみが挙げられていて, 批判が大変少ないのに気づく。たしかに日本人は都市と都市を結ぶ街道に並木を発達させてきた。しかしながら西欧を理想モデルとする日本人の思考の中で, 外来思想として入ってきた近代都市計画の中の街路樹は, わが国伝統の並木とは全く異なる舶来の好ましい都市施設として受入れられたように思われる。それが都市の街路樹に対する見方を無批判なものにする原因のーつとなった。近代都市計画を生んだ西欧では, 街路樹の起源は大きく2つに分けることができよう。第1は15・16世紀のイタリアの庭園の中に生まれた真直ぐな並木道が, 17世紀のフランス式庭園で大規模に取入れられてallée (直線並木道) となり, 絶対王政下のバロック的都市計画の中にうけつがれて, 軸線となる道路を飾る街路樹となるものである。これは封建的な支配権力が生みだしたものといえる。第2は中世的囲郭都市をとりかこむ囲壁の堡塁の上に行なわれた植樹が, 都市の膨張によって囲壁撤去が行なわれる際に, さらに大規模な形でブールヴァールやリンクシュトラーセという緑陰道の植栽に変えられたものである。これは新興ブルジョアたちの自然主義的な思想と, 戸外でのレクリエーションに対する欲求がもととなっている。西欧におけるこういういわば特殊な植栽が日本に自明のごとく受入れられた結果が, わが国の近代における都市と街路樹の歴史を構成する。この歴史をふりかえるならば, わが国の街路樹はわが国の道路事情や国民性などを加味して吟味しなおす必要があると考えられよう。

Is it absolutely necessary to plant trees on the roadsides for the modern city planning? In fact, it is a comparatively new idea to plant trees on the roadsides in the city planning. Why is the idea widespread that the roads in the city must have street trees? The author tries to make the reason clear through analyzing the historical development of street trees. It is most characteristic that the demerits of street trees have been discussed less than their merits in Japan. The Japanese had developed tree-lined roads (kaidō) which conbined the cities. But in Meiji Era they regarded street trees of the modern city planning as something quite different from the traditional tree-lined roads, because the idea of street trees was imported from Europe. They accepted the former as the ideal equipment of the city, for they generally thought that the European idea of city planning was ideal. It is one reason why the Japanese have not developed the critical thought on the street trees in cities. The street trees in Europe, where the modern city planning was born, had two origins: 1. The tree-lined straight "walk" born in the Italian gardens in 15th and 16th century. It was introduced as "allée" to the French gardens in 17th century and developed into the street axes in the Barock city planning under the absolutism. The trees on both sides of the street axes were changed into the street trees in the modern city. It may be said that they were born under the idea of feudal powers. 2. Tree planting on the bastion (bulwark) of the fortified city. It was transformed into the green avenue ("boulevard" in French, "Ringstrasse" in Germany etc.) by demolishing the fortifications. The transformations were the demand of the bourgeois who had the naturalistic ideas and regarded the outdoor recreation as an ideal part of their lives. The historical development of the street trees of the city in Japan depended upon the fact that the Japanese accepted them as an absolute attachment for the city streets, although they were special equipment of the European cities as we have seen. Looking back the history of transplanting the idea of street trees from Europe, we should consider the street trees again through examining the situation of the roads in Japan and our national taste for the trees.
