国立公園設置運動に於ける社会・経済史的背景

Abstract

帝国議会に於いてなされた国立公園に関する建議・請願に焦点をあて, 社会・経済史的側面から国立公園法成立に到る過程を論じた。まず第1章では, 第27, 28回議会に於ける建議・請願を「史蹟名勝天然記念物保容法」の系列に含まれる側面と地方経済振興策として近代ツーリズムの潮流の中で表出したものであるとみる。その契機として東京勧業博覧会, 日本大博覧会をそのインパクトとしてみた。第2章では, 国立公園設置の建議・請願が, 一時頓挫する時期も含め帝国議会に現われた近代ツーリズムの潮流を概観し, その流れの中で観光資源として国立公園が, 例えば大年5年の経済調査会の「外客誘致問題」の中で, 再び浮上し, 国家経済という視点で議論される過程を明らかにした。第3章では, 法制的な整備の面で大正8年の史蹟名勝天然記念物, 同年の都市計画法の公布により, 公園法制が懸案となり国立公園が問題となったと解釈し, また近代ツーリズムの潮流を背景に第44議会の予算委員会での松岡委員の質問がなされたとみる。第4章では, 第45回以降の建議・請願ブームを政治的側面, つまり普選をめぐる地方議員と選挙民の連関として把握した。また第46議会での委員会議録により議会内における国立公園問題を分析した。さらに田中内閣の経済審議会で国立公園が, 国の経済策として再び登場し取り込まれる段階で法制化されたことを明らかにした。

Focalizing proposed motions and petitions in regard to national parks in the Imperial Diet of Japan, the author analized the process about the legislslation of national parks from the viewpoint of social and economic historical backgrounds. As tourism began to hold an important position in the national economy, national parks were more discussed in the Imperial Diet, especially in the House of Representatives. Modern tourism in Japan started after Restoration of 1868. And the tide of tourism was rising. Tokyo Industrial Exposition in 1907 (Tôkyô Kangyô Hakurankai) and a plan of Great Japan Expo. in 1917 (Nippon Dai Hakurankai) served as an incentive to tourism in the early 20th century. The government began to try to attract foreign tourists as a means to lessen international loans and increase national profits. Establishment of national parks was an effective means. There were 1 motion and 4 petitions in the 27th and 28th Imperial Diet. There was a political factor as another viewpoint. Members of the Diet began to propose more motions of national parks, intending to win the general election since 1920s. This movement aroused public opinion. Of course this phenomenon was connected with the rise of tourism. For instance the rising tide resulted in the establishment of Department of International Tourism in the Ministry of Railroad in 1930. Then National Parks Law was legislated in 1931.
