中国における紙・パルプ工業の現状と課題ならびにその対策

Abstract

中国における現在の紙・パルプ工業は, 国民経済の中の重要な産業部門の一つであり, その生産量は近年増大してきている。しかし, 近年の急速な人口増加のため紙・板紙の消費量も増大しており, そのため毎年紙・パルプを若干量輸入して補っている。今後, 国民の紙・板紙の消費量は上昇すると思われるので, 紙・パルプ工業の発展が期待されている。現在, 紙・パルプ工業の発展のための課題として, 第一に, 大規模工場を設置して, 工場排出物による環境汚染を防止し, 消費エネルギーと便用水量を少なくし, そして生産力を高めることがあげられる。しかし, 大規模工場を設置する十分な資金が不足していることが第二の課題である。第三は, パルプ消費量の中に占める木材パルプ量が現在17. 6％で低く, 需要の多い強くて良質のパルプが少ないことである。しかし, 中国のパルプ用材の供給力は, 森林資源の減少や用材運送の困難性, 原木の公定価格の低さなどのために強くないことである。今後の発展のための対策としては, 第一に, 紙, パルプ工業の固定資産への投資額を増大させるとともに, その投資貸金への利子率を重要製品を生産する工場には低くし, また, 中央政府の財政投資でも重要製品を生産する工場へ多く投資するなどして, 生産力の向上と環境保全を図りつつ需要に応えていく必要がある。第二に, 紙・パルプ工場の全国配置については, 資源条件と立地条件の優れた東北地区, 長江の南部地区, 黄淮海平原地区および西北地区を重点基地にするのが合理的であり, かつ, 工場は運送費節約の観点から山元や木材集散地に設置することが望ましい。第三に, 紙, パルプ工業の優れた原料である人工のパルプ用材林を積極的に育成していくことが必要である。

In china pulp and paper industry is presently reckoned one of important industries in national economy, and its production is increasing. But recently China has been faced with the enlarged demand of paper and paperboard due to high-rate increase of population, consequently has imported some pulps and papers from Canada every year. Hereafter, it seems that the demand of paper and paperboard increase gradually, the people expect more development of pulp and paper industry of China. However, there are next four problems to be solved in order to develop pulp and paper industry of China. (1) A scale of pulp and paper mills is small generally, therefore the productivity of mills is lower and the environmental pollution has been caused with the waste liquor and others of mills. (2) But pulp and paper enterprises can not construct large-scale mills for lack of funds. (3) The distribution ratio of wood pulp folding endurance in all pulp is extremely low. (4) But pulp wood can not be supplied enough in China, because of the decrease in forest resources year by year and a difficulty on transport of pulp wood. We think the effective policy for solution of problems mentioned above is as follows : (1) The enterprises and the government must increase the investment for fixed assets of pulp and paper industry, especially for those of pulp and paper mills producing important goods through control of rate of interest for a investment loan. (2) Pulp and paper mills should be distributed, on a priority principle, to four districts being in good conditions of location on forest resources, and it is to be desired that mills be constructed near a forest or a collecting and distributing point of pulp wood with a view to cutting the cost of transport. (3) Pulp and paper enterprises and the government should positively bring up more man-madeforests for pulp wood.
