アディロンダック公園と保護林の展開

Abstract

1892年に設置されたニューヨーク州立アディロンダック公園は今日においても6割近く私有地を含む地域制の公園である。約4割を占める州有地は1895年に州憲法で自然状態を保つことが規定された保護林であるが, それ以来その利用をめぐって改憲論議が展開されてきた。その過程を探ることによって, 水源涵養を中心とする功利主義的な保全からレクリエーション空間としての保全へ, さらに生態系のプロセス保全にいたる, 保護林のあり方を巡る人々の考え方の展開が明らかになった。一方, 公園内の私有地は少しづつ買収されていったが, 全部を買収することは当初から断念されていた。私有権の強固なアメリカの伝統を反映して, 私有地においては野外広告以外ほとんど規制されない状態が続いた。その結果, 特に第二次大戦以降, ディベロッパーによって細分化され別荘地として分譲されていくという無秩序な開発が問題となった。この間題に対処すべく1971年にアディロンダック公園事務所が設置され, ゾーニングによる私有地の土地利用基本計画が1973年に定められた。しかし, これは地元住民との対立を生じ, 地元経済の活性化と公園の自然環境保全の共存の道が探られるようになった。

The Adirondack Park was established in 1892 as one of the state parks of New York, but it still contains 3.5 million acres (57%) of private lands with a population of 125, 000. The state-owned lands, which occupies 2.6 million acres (43%) of the park, was designated as forest preserve in 1885. This preserve became protected under the state constitution since 1895. However, there occurred many attempts to change the so-called forever-wild articles of the constitution. Such process reveals the evolution of ideas of the preserve, from utilitarian objectives such as water regulation to wilderness preservation. To cope with varied recreation demands, the preserve was divided into 6 categories by the State Land Master Plan in 1972 On the other hand, the percentage of the private lands in the park had gradually decreased by the state effort to acquire strategic lands, but securing the all private lands was abandoned around in 1900. Reflecting the strong right over the land in the United States, there existed no regulations except for road-side billboard. As the result, especially after the Second World War, subdivision of the land for second homes became a serious problem to the atmosphere of the park. To solve such problems and keep the environment of the park, the Adirondack Park Agency was created in 1971. The agency established the Adirondack Park Land Use and Development Plan in 1973 in addition to the State Land Master Plan. Unfortunately, this radical application created frictions with local residents. After the reform, ways to coordinate the environmental conservation while activating local economy has been searched.
