芦生演習林の新しいレクリエーション利用形態についての研究

Abstract

京都大学農学部附属芦生演習林では, 数年前から旅行会社が扱うパックツアーによる演習林の利用を認めるようになった。ただし, その利用にあたってはいくつもの制約条件がある。例えば, パックツアーには演習林を熟知したガイドを付けねばならず, またその開催には, 地元の公的機関の同意と協力を得なければならない。本研究では, パックツアーによる芦生演習林の利用実態を調べるために, 訪問者, 旅行会社, 地元の公的機関, それに芦生演習林を調査した。その結果, パックツアーによる訪問者は増加しており, また他の利用形態に比べてパックツアーでは女性や高齢者の訪問者の割合が高いことが明らかとなった。得られた結果を基に, 本研究では訪問者と芦生演習林のそれぞれにとってのパックツアーの意義を考察した。訪問者にとっては, 従来訪問することができなかった人々に訪問の機会を与えたこと, また自然との接し方について知る機会を与えたことがその意義である。一方, 芦生演習林にとっては, パックツアーを認めたことで広く社会に貢献しまた地元経済にも貢献することになった。さらに, 少なくとも現在のところ, 増加する訪問需要を満足させることと, 学術研究のためもの森林を保全するという通常トレードオフの関係にある問題を解決している。

A few years ago, the Ashu Experiment Forest, belonging to Kyoto University Forest, decided to open the area within limits for the group visitors participating the packaged tour held by private tour agencies. University Forest authority requires several obligations of agencies to permit the packaged tour. The important ones are follwing two. First, the tour needs some guides who are well versed in the area, especially the ecosystem. Second, the tour must be held with a consent of and in cooperation with a public organization of the town in which the Ashu Experimental Forest is located. The authors investigated the visitors, the local public organization, the tour agencies and the Ashu Experimental Forest. As a result, the authors knew that since this decision, the number of visitors participating pakaged tours had been increasing and that the ratio of women and the aged participating the packaged tours was higher than the visitors in other forms. This study considered the significance of the packaged tour for the visitors and the Ashu Experimental Forest, respectively. The authors conclude as follows. For the visitors, the packaged tour gave opportunity to enjoy the forest to people who could not have visited there before, and by participating the packaged tour the visitors could learn how to treat and enjoy the natural area. For the Ashu Experimental Forest, allowing the use of the area for the packaged tour resulted in contributions to the society broad and to the local economy. Also, at least until now, the Ashu Experimental Forest has settled the problem of trade-off relationship between satisfying the increasing demand to visit the area and preserving the natural forest for academic research.
