芦生演習林のレクリエーション利用について

Abstract

本報告では, 森林のレクリエーション利用が盛んに行われている芦生演習林を対象に取り上げ, 利用の実態を把握し, 利用者の動向を明らかにし, さらに芦生演習林の管理の課題を示すことを目的としている。そのために, まず, 演習林の利用申請書を分析することにより, 利用者数の推移, 季節変化の動向を示し, 次に, 1992年秋と93年春および1995年秋に行った実数調査と利用申請者数を比較することにより, 年間利用者数を推定する。さらに, 同時に行ったアンケート調査結果を用いて, 利用内容の把握と変化を考察するという方法をとった。次の点が明らかになった。1) 一般の利用申請率は, 20 - 30%であった。この結果を用いて利用者数を推定すると, 年間2万人以上が, 芦生演習林をレクリエーション利用している。特に, 春・秋の休日には, 1日に500 - 600人が利用している。2) 生態的な研究場所として重要な上谷および三国峠の利用が増加している。森林の維持のためには, 三国峠に利用上の注意を示した掲示物や入林届けボックスを設置し, 規制内容を利用者に徹底することが必要である。3) 利用者の高齢化, 個人や家族による利用が増加しており, 安全に森林のレクリエーション利用を行うために, 新たな対策が求められる。現状と今後のさらなる利用の増加を考えると, 森林の保護と一般利用の間に生じる摩擦については現段階で真剣に考慮し, 一定の方向性を打ち出すことが必要である。

In this report, I am concerned with recreational use of the University Forest in Ashiu. Many people make use of in University Forest in Ashiu. And this paper is investigates the actual situation and users, and to demonstrate the points at issue for the management of University Forest in Ashiu. Firstly, by analyzing the utilization application documents, the condition of utilization and on change in utilization are evaluated. Secondly, the number of persons listed of utilization application documents and the number of users in autumn of 1992, spring of 1993 and autumn of 1995 are compared. Then, the user number per year was estimated. Thirdly, a content and variations of utilization are considered based on the result of a questionnaire survey. In conclusion. 1) The application rate for general utilization was 20~30%. From this, I estimated the user number to be more than 20, 000 people per year in University Forest in Ashiu. Especially, there are 500~600 per day during spring and autumnal holidays. 2) Kamitani and Mikuni-touge are used by many people. And Kamitani is an important ecology research site. For forest maintenance, it is necessary to establish a box for writing utilization application documents, and to focus attention on utilization at Mikunitouge. It is necessary for users to be understood the content of a control. 3) As increased members of elderly persons, individuals, and families use the facility, it is difficult to maintain persons of safety. New safety measures is necessary.
