林業におけるBSIの利用に関する研究(II) : 日本木材総合情報センターによる原木市場調査結果について

Abstract

日本木材総合情報センターによる「木材価格・木材需給の見通し調査」のうち、原木市場関連の指標を月次時系列データとして扱いBSIと累積BSIを作成し、その特性を検討した。その結果、(1)現状指標は短期的変化をよく捉えていること、(2)現状指標に関する累積BSIには実用的価値が認められることがわかった。また、以下のような課題が析出された。(1)3カ月程度先に関する見通し指標は短期的変化を表現できていない。(2)見通し指標については、「横ばい」「不変」「保合い」といった変化なしに相当する回答が多い。これには、本当に変化がない場合と、変化が小さいか一部に限られる場合、変化が予測できない場合、等が含まれており、結果の判断には慎重さを要する。(3)1997年に入り木材市況が大きく変化するが、回答モニター数が減少している。つまり、モニター調査の結果を必要とする変動期において、資料の収集が出来ていない。(4)集計が全国集計一本に限られている。多様な方法による集計等を行い、調査結果を利用する必要がある。(5)集計結果の保存と公表が十分ではない。以上のような課題はあるが、わが国唯一の総合的な林業関連モニター調査としての意義は大きい。

Japan Wood Products Information and Research Center developed a Business Survey Index (BSI). This BSI contains indexes for the "current situation" and the "future situation" which was defined as approximately 3 months after the current situation. We examined the indexes for the log auction market between 1993 and 1997 as monthly time-series data. The index for the "current situation" showed short-term fluctuations relatively good. The Cumulative Price BSI for the "current situation" could be processed as an index for the price movement of Chamaecyparis Obtusa. However, the index for the "future situation" did not show short-term fluctuations well. Regarding the responses related to the "future situation", the percentage of answers which indicated no change was high. This type of answer includes many situations such as no change, changes limited to a specific log species, very small changes and unclear future changes. Accordingly, interpretation of the results for the "future situation" requires careful consideration. In 1997, the prices in the log auction market markedly changed in Japan and the number of monitors who estimated the "current situation" and the "future situation" has clearly decreased. Generally, the BSI is important when the range of fluctuation is wide. The monitors' answers must be estimated with certainty in changing economic periods. The custody of the original data and summary reports is not perfect. It is also very important to manage the original data for future utilization. The results of the survey are not available to the public. The method of announcement should be examined.
