世界遺産「紀伊山地の霊場と参詣道」における文化的景観と林業 : 熊野古道・中辺路ルートを事例に

Abstract

2004年に世界遺産に登録された「紀伊山地の霊場と参詣道」は日本で初めて文化的景観が適用された. 林業によって創られてきた景観も文化的景観に含まれる. 本研究では, 古道周辺の森林現況を分析し, この遺産特有の文化的景観の課題を検討した. 調査区間は中辺路ルートの三越峠・熊野本宮大社間 (約11.2km)である. 人工林率は93.8% と高いものの, 近年, 伐採・造林活動はほとんど行われていないことがわかった. この遺産の文化的景観を維持するためには, 古道周辺の森林を適切に管理する必要がある. 検討の結果, 森林管理に関連し以下のような課題を指摘することができる. 第一に, 文化的景観についての理解不足が大きい. 第二に, 緩衝地帯のあり方が充分に検討されていない. 第三に, 民有林地域における統一的管理の枠組みが構築されていない. 今後, 「紀伊山地の霊場と参詣道」を文化的景観の良い事例として情報発信できるように森林管理を行っていく必要がある.

"Sacred Sites and Pilgrimage Routes in the Kii Mountain Range" was the first area in Japan to be registered as a UNESCO World Heritage site (2004)in a new category, Cultural Landscape, in which forestry is an important component. This site differs from other World Heritage sites in Japan. We examined forestry activities and forest management in an area of 11 km on the Nakahechi pilgrimage route. Plantation forest constitutes 93.8%. Currently, both the planting area and finalcutting area are at zero, i.e., forestry activities have almost stopped. Although forestry activities are expected to continue at the site, in line with Cultural Landscape criteria, a number of challenges relating to Cultural Landscape have emerged. First, the most basic problem is a lack of understanding of the concept of the Cultural Landscape. Second, the role and management of the buffer zone have not been investigated. Third, a unified forest management system has not been developed for non-national forests. It is essential to continue appropriate forest management in order to develop this heritage site and present it in line with good practice, given its designation as a Cultural Landscape.
