<論文>ゲート前という接触領域 --沖縄県那覇市新都心における軍用地の記憶と返還地の開発

Abstract

在日米軍施設が集中する沖縄県では、1961年から2007年までの間に軍用地利用から返還された土地が12万ヘクタールにも上る。過密化する今日の沖縄本島中南部では、狭小な土地の有効活用のため返還跡地の開発が進められてきた。大規模商業地として開発が行われた地域では雇用が増大したが、商業偏重の開発とその後の経済や社会の持続可能性については疑義が呈されている。このように評価が分かれる跡地開発に対して、本稿ではかつての軍用地とその周辺地域を「接触領域」と捉え、今日までの特異な社会空間での地域の住民の経験、すなわち琉球王府、日本、米軍統治から日本復帰へというように次々と変わる支配者層および支配文化といかに相対し、いかに交渉してきたのかという長い道のりに注目する。具体的には、軍用跡地開発を経て誕生した那覇市新都心を事例に、そこでの住民の経験として沖縄戦前後、米軍による土地接収後の米軍住宅化やそれに伴う周辺地域での開発が、返還後の大規模再開発にいかなる影響を及ぼしているかということを明らかにし、単なる開発の評価だけではなく、その地に住まう人々にとっての軍用跡地開発の意義について考察する。

Okinawa in Japan has long been placed in colonial state, always can be regarded as a "contact zone" where people meet "Japan" and "America". The commons in the "Subcenter" area of Naha, the capital of Okinawa, had been a rural district before the WWII and became a grueling battlefield during the Battle of Okinawa. After the war, the U.S. military had seized most of the village land and indigenous residents were forced to relocate. After the Reversion of Okinawa to Japan in 1972, the return of Military Land started. Suddenly, the landowners found that they were now responsible for the development of the returned land. They decided to transform the land into a commercial district. Such commons without natural resources are often excluded from discussions in terms of commons theory. In a commons located in an urban area, the local residents' usage and relationship to the land are no longer the same. The local residents of such urban commons are now forming innovative relationships with the lands.
