山梨の豪雪災害 --その教訓は活かされるか--

Abstract

Extremely heavy snowfall attacked cities and towns in the Kanto-Koshin region from February 14 through early morning of February 15, 2014. Among them all, the amount of snow cover in Yamanashi Prefecture is the largest; it measured 114 cm in the center of the Kofu basin and 143 cm in Kawaguchi-ko Town, on the foot of Mount Fuji. Prefecture of Yamanashi had merely experienced heavy snowfall except for some mountain areas. The snow paralyzed traffic and the prefecture itself was isolated from others for almost 4 days. It also brought about loss of lives and structure damages including agricultural greenhouses, causing a large disaster. This paper summarizes heavy snowfall disaster in Yamanashi prefecture, centering on disaster responses of local governments and mountainous settlements isolated due to disasters.
