抄録: We can show an important aspect of ‘philosophy of time’ from sociological observations and ethical considerations concerning our historical experiences in the relatively long run after the disasters both of the Hanshin-Awaji Earthquake in 1995 and the Great East Japan Earthquake in 2011. By focusing our attention on the ‘shadows’ of the reconstructions of Kobe in its present situation, we can indicate a temporal dynamism of ‘supplement’ of damages with something others both in our society and in the lives of victims from the examples as the corruptions in the process of rebuilding the economy or the recuperating of sufferers from the traumatic syndromes. The six points are made issues: 1. Applied philosophy is forced to face with the questions of the beings of the vulnerable individuals and society made apparent by the disaster. 2. To make the norms for ‘reducing the number of the avoidable dead after the disaster’ is one of the answers to this question. 3. In order to do the project of reducing of victims after the disaster, it is necessary for us to be conscious about the restrictions of our description and narrative of these events and activities in this project. 4. We appeal the relevance of recording the disasters and reconstruction for protecting the vulnerable individuals as a complimentary of the memories. 5. ‘The failure of the creative reconstruction’ is a bad example of the supplement in the temporal structure after disaster and ‘the recovery of the traumatized’ is a good one. 6. We must not only criticize the ‘bad supplement’, but also interpret and activate the ‘good one’ for the better reconstruction of our society.
