災害と共生 --人間・自然・社会--

Abstract

本来、人間は<自然・内・存在>であり、かつ<社会・内・存在>である。この図式にある人間は、自然および他者との融合的な統一体である<本源的な共同体>をなしている。しかし、<本源的な共同体>は、多くの場合、<人間・対・自然>、かつ<個人・対・社会>、すなわち<対・存在>へと転回（変質）する。<対・存在>では、人間は、科学、インフラといった<媒介>を通じてのみ自然と関係し、市場、制度といった<媒介>を通じてのみ社会と関係することで、自然および他者が持つ両義性のうち、不幸の源泉としての性質を隠蔽し幸福の源泉としての性質のみを取り出そうとする。その意味で、自然災害は、不幸の源泉としての自然の再露呈である。<対・存在>が貫徹した現代社会における災害は、自然による直接の衝撃というよりも、むしろ<対・存在>を支える<媒介>への過剰依存の不全としてあらわれる。その結果、<対・存在>のさらなる強化、または<内・存在>への回帰という、2つの対照的な反応が生まれる。現代社会における防災の本質は、これらの両反応の間の舵取りにある。

Human beings initially live in the “original community, ” which is characterized as “existence-within” nature and social groups. However, this original form is mostly transformed into a secondary form, that is, the form of “existence-against” nature and others. Human beings living as “existence-within, ” live together with nature and others by forming a unified and harmonious whole. In contrast, human beings living as “existence-against” interact with nature and others, as long as nature and others are instrumentally effective “media, ” which are intended to minimize the negative aspects of nature and others and maximize their positive aspects. It is important to recognize that natural disasters in a modern society, where most people live “existence-against” types of lives, are caused, not only by direct impact of natural hazards, but also by damage due to over-dependence on the “media” of faulty mitigation strategies or malfunctioning emergency response operations. Therefore, it is worth considering, after we experience natural disasters in a modern society, which direction we should take: strengthening the “medium” to cope with more powerful disasters; or returning to basics by emphasizing the benefits of “existence-within” types of lives.
