朝鮮における小国主義の展開試論 --安重根の思想的展開と金大中の「太陽政策」との連関性から--

Abstract

本稿は, 東アジアにおける地域主義を, 朝鮮の伝統的な外交姿勢である小国主義という視角から読み解いた上で, 朝鮮思想史的観点から地域主義としての東アジア共同体構想のあり方を展望しようとする試みである。日清戦争後における小国主義のあり方と地域主義との連関性について, 特に安重根の「東洋平和論」構想を取り上げ, その歴史的意義を位置づけていく。その上で, 金大中政権の「太陽政策」の内容を, それが登場するに至った経緯とあわせて検討していく。安重根の「東洋平和論」の基礎となっているのは, 人間社会における平和は万人が「天賦之権」をもって「道徳」に回帰することによって実現可能であるという考え方であり, 国際関係もそのアナロジーとして理解されていた。社会進化論の受容により帝国主義的現実を批判し得なくなっていた近代主義的立場から行われた愛国啓蒙運動のアポリアを克服した点に安重根の朝鮮思想史上の意義があるが, 「東洋平和論」もまた, 儒教的文明主義にもとづく道義に価値基準を置きながら, 各国の「自主独立」を保持することを核心としていた。それを可能にしたのは, 小国としての矜持を保持しつつ, 大国に対しても道義を求めようとするオプチミスティックな文明観であった。一方, 金大中の「太陽政策」は, 朝鮮半島を取り巻く厳しい冷戦構造および分断体制下において, 「小国」たる南北朝鮮の安全保障を構築するために, 信義にもとづきつつ国際情勢および国内(民族)情勢との両立の可能性を楽観視し, 国家の上に道義を設定しようとするものであった。こうした金大中の発想には, 小国主義の立場からする朝鮮的思惟が色濃く影響を与えていると見ることができる。

This paper examines how ideological agencies, which were based on a small-state principle that was tradition of Koreaʼs diplomatic orientation and which criticized reality of authoritarian international relations such as imperialism, were formed and evolved in modern history of Korea. Using the case studies on Ahn Jung-gunʼs "Tongyang-pyonghwa ron" and Kim Dae-jungʼs "Sunshine Policy" that aimed to build a peace in East Asia, this paper shows their ideological commonalities and analyzes roles of their Korean intentions.
