空き家問題における政策の受容可能性 --受容可能な政策の形成手法の検討--

Abstract

政策を成功させるには, 政策を構成する各個別事業をうまく実施することに加えて, 政策の掲げる目標や価値を長期的に持続させることが求められる. 本論文では, 政策を持続させる要因の一つとして「受容可能性」を捉え, 受容可能性を増加させるための政策技法を検討する. そして, この検討のための具体的事例として「空き家」政策, 特に空き家除去促進のための金銭的補助政策を扱う. 空き家政策は長期的取り組みが必要とされる政策分野であるものの, 金銭的補助を伴う空き家除去支援策は「不人気」なものになりやすく, 持続が妨げられやすい. 本論文では, 空き家政策に焦点を当てつつ, この不人気の原因を受容可能性の観点から検討し, 受容可能性の形成手法への理論的含意を引き出す.

To make a public policy a success, it is necessary not only to implement the particular programs that constitute the policy, but also to sustain the goals and values the policy aims to achieve. This paper identifies acceptability as one of the factors for sustaining a policy and considers the policy techniques for increasing that acceptability. It also examines the "vacant house" policy, in particular the subsidy policy to encourage the removal of a vacant house. The vacant house policy needs a long period of operation to be effective, but the subsidy policy for vacant houses tends to be "unpopular." This unpopularity hinders a sustained policy. This paper considers unpopularity in light of acceptability and draws out the implications that can contribute to an acceptable policy.
