1970年代のイタリアにおける民主的言語教育の構築 --トゥッリオ・デ・マウロの構想した言語教育とplurilinguismo--

Abstract

本稿は, 1970年代のイタリアにおいて展開した民主的言語教育の複言語主義の概念と起源を, トゥッリオ・デ・マウロの言説をもって解明した. 民主的言語教育は欧州評議会の言語教育理念である複言語主義と親和性があるといわれているが, 両者は政治的な文脈も時代も異なるものである. 民主的言語教育を学界に提唱した言語学者デ・マウロは, それを提唱する以前の1960年代から1970年代にかけて, 論考などにおいて複言語主義を意味するplurilinguismoを使用していた. デ・マウロが使用するこれらのplurilinguismoを分析・分類したところ, 三つに分類された. 第一に「複言語状態」(ある領域において複数の言語が共存する状態, つまり多言語状態・一つの個別言語にさまざまな言語の性質が共存する状態・言語に多様な表現記号が存在する状態), 第二に「複言語政策」(多言語地域において政治的に複数の言語使用を認める政策), そして最後に「複言語能力」(個々人の言語体験によって蓄積された複数の言語を, コミュニケーションや創作活動において用いる能力)を意味していた. また, その起源を考察すると, 「複言語状態」「複言語政策」はソシュールの理論や記号学などの一般言語学, そして歴史的・地理的言語研究に由来することが判明した. その一方で「複言語能力」はデ・マウロの政治思想を内包しており, グラムシの言語哲学の影響を受け「複言語教育」としての民主的言語教育へと展開したことが明らかとなった.

The purpose of this paper is to clarify the plurilingualism of democratic language education developed in Italy in the 1970s by analysing the writing of Tullio De Mauro. Democratic language education is said to have an affinity with plurilingualism, which is the philosophy of language education of Council of Europe, but the political context and era are different from those of the Council of Europe. De Mauro, a linguist who advocated this democratic language education, used "plurilinguismo" in papers, and such etc. from the 1960s to the 1970s before advocating it in the academic community. Analysing the concept of plurilinguismo, as used by De Mauro, it can be classified into the following three categories : plurilingual state, plurilingual policy, and plurilingual ability. I define "plurilingual state" into three analytical parts. First, a multilingual state. Second, a situation in which a language has multiple stylistic variations. Third, a situation in which a language has multiple symbols of expression. The "plurilingual policy" permits political use of multiple languages in multilingual areas. Finally, "plurilingual ability" is defined as the ability to use multiple languages gained by an individual's linguistic experiences. Also, when considering the origin, we found that "plurilingual state" and "plurilingual policy" are derived from general linguistics such as Saussure's theory and semiotics, and historical and geographical language studies. On the other hand, "plurilingual ability" encompasses the political thought of De Mauro, and it became clear that this was influenced by Gramsci's language philosophy and led to democratic language education in the form of "plurilingual education".
