<論説>明治末年の日本 : 憲政擁護運動前史の研究 その一

Abstract

憲政擁護運動の意義は、今日的課題としても、あるいは大正デモクラシー究明のためにも、きわめて大きい。しかし、従来の研究では、根本史料にふれたものは、ほとんどない。本稿では、紙数の関係上、その前史として、明治末年の政治情勢を、根本史料および当時の新聞・雑誌を利用して、できるだけ解明することに努めた。その概要は、日露戦後の日本が、体制の解体過程にあり、あたらしい体制の再編成の過程において、もっとも大きな比重をしめる政友会と藩閥官僚系との関係を、提携妥協面を重視した通説に対して、その対立抗争面を重視すべきであるという点に帰着する。両者の対立の頂点は、続稿において述べる。

The defending movement for the Constitution, as an up-to-date problem or for our investigation of the Taishô democracy, may be very important, but there are very little former studies which have made use of the original resources. In this article, owing to limited space, we have done our best in examining the political affairs at the end of Meiji as the previous history, according to the then original resources, or newspapers and magazines of the day. The outline comes to the conclusion that we should rather make much of the confronting aspect of the Seiyu 政友 Party with the clan officialdom than that of their co-operation and compromise, which played the most important part in the course of dissolution of the old system and reformation of the new system in Japan after the Russo-Japanese War.
