<論説>社会経済上よりみた英国第二次選拳法改革の原因

Abstract

第一次選挙法改革以後選挙権拡張を要求するチヤーテイストの運動には消長があったが一八六〇年代に入って再び改革運動は再燃したのである。本論文は主として英国第二次選挙法改革を社会経済上より解明せんとしたもので、特に一八六〇年以後一八六七年に至る間の英国における諸物価、労働賃金及び失業事情を統計によって実証し、都市における労働階級の政権獲得運動が深刻な経済不況と生活の惨状から出発していることを説明し、更にこの時期における労働組合による政治活動が選挙法改革の大きな原動力となったことを明らかにするものである。労働階級が選挙法の改革を実現せんとしたことも、保守党に接近せんとしたことも、総て労働者の社会経済上の地位の向上を図らんとする手段に過ぎなかったのであり、一方機を見るに鋭敏なデイズレーリイが労働階級のうちの急進派の要望と熱烈な大衆の改革要求を察知して、過去の伝統を破って最も革新的な改革案の実現に成功したのである。

The reform movement came to the fore again from the beginning of 1860 after the rise and fall of chartist movement. This essay is to clarify the cause of the second Reform Bill from the economic and social point of view with reference to the statistics of the prices, the wages, and the numbers of the unemployed from 1860 to 1867, and to reach to the conclusion that the reform movement of the labouring class was derived from the economic depression and the miserable condition of the labourer's lives. This essay also explains that the political movement of the trade union was the motive power of the reform movement, and the labourer's reform movement and the cooperation with the ruling class was nothing but the means to improve the economic and social condition of the labouring class. Benjamin Disraeli, the sagacious statesman, could succeed to pass the most progressive reform Bill disregarding the Tory's tradition by catching the good opportunity to take hands with the demands of the radicals of the babouring class and the people.
