<論説>ビスマルクの植民地獲得策 : 学説史的整理のための一試論

Abstract

ビスマルクの植民地獲得策についての基本的な問題点は、ビスマルクが一八八四年以前の時期には植民地獲得に反対する言明をくりかえしおこないながら、一八八四─八五年の短期間にドイツ帝国の五倍もの大きさの植民帝国を一挙につくりあげ、しかもその時期以後には植民地問題に対してふたたび冷淡な態度をとったという事実を、どのように説明するか──というところにある。これについて従来おこなわれてきたさまざまな説明は、大別して二つに分けられる。ひとつは、当時のドイツ国内の政治状況に対するビスマルクの配慮のなかにその理由を見いだそうとするものであり、他は、ビスマルクの対外政策のなかにその理由を見いだすことができると考えるものである。しかしまた別の角度から分類すれば、ドイツの植民地獲得という現象をば、ほとんどもっぱらビスマルクの意図とか動機とかから解明しようとする立場と、そしてこれとは反対に当時のドイツを駆り立てて植民地獲得に向わせた社会的経済的必然性からそれを説明しようとする立場とに、大別される。本稿は、そのように分類の視角を変えながら、ビスマルクと植民地獲得の問題について過去およそ半世紀間に提示されたさまざまな解釈を学説史的に整理しようとした、ひとつの試みにすぎないが、そのさい筆者の意識の底にあったのは、経済の論理と政治のダイナミクスとのかかわりあいの問題であった。したがって本稿は、同時に、この厄介な問題を対象とする方法論についての筆者のひとつのケース゠スタディでもあるといってよい。

The fundamental question in the Bismarck's policy for acquirement of colonies is how to explain the fact that in spite of his statement against acquiring colonies before 1884 he completed five times as large a colonial empire as the German Empire by a single effort for a short period from 1884 to 1885, and after the period again did he assume an indifferent attitude to the colonial problems. The former opinions about his attitude could be generally divided into two groups; one is of the opinion that they should find the reason in his consideration to the then home political situation in Germany, the other in his European policy. Classifying them from another point of view, we can divide them into two standpoints; one judging from his intention and motive in German acquirement of colonies and on the contrary the other from the social and economic necessity to drive Germany toward the acquirement of colonies. This article, changing our way of classification in this manner, tries to arrange the various interpretations for about a half century past about the problem of Bismarck and the acquirement of colonies, in which in the writer's mind is the mutual influence of economic logic and political dynamics, and therefore, this article also may be a casestudy about the methodology to this troublesome problem.
