<論説>ジョン・ブライトとイギリス労働運動 : ブルジョア改良主義にかんする一考察

Abstract

ジョン・ブライトにかんする従来の研究では、彼の政治行動は便宜主義にもとづくものではなく、道徳的原理にもとづくものとされており、あるいはまた彼は「人民の友」としての「完全な民主主義者」でもあると評価されている。しかし、穀物法撤廃運動、とくに第二次選挙法改正運動における彼の労働運動にたいする基本理念と、それへの対応の仕方を詳細に検討してみるならば、そのような評価は必ずしも正確とはいいがたい。彼がマンチェスター学派の指導的人物であるということは周知の事実であり、したがって、彼の政治における最大の眼目が産業ブルジョアジーの支配権の確立であったということはあらためて強調するまでもあるまい。がそのさい重要なことは、彼が意図的に労働者階級の要求に譲歩し、労働者階級の一部を「憲制のわく」のなかに組み入れることによって、労働運動の体制内化をはかろうとしたことである。すなわち、そうすることによって、彼は産業ブルジョアジーの政治的支配権を確立し、もって財産の安全を保障する基礎を強化ならしめようとしたのである。以上のことを実証的にあきらかにすることによって、一九世紀中葉のイギリスにおけるブルジョア改良主義の一つの特質を究明しようとするのが本稿の目的である。

John Bright has generally been appreciated in that his political behaviour was not concerned with his expediency, but with his moral principles, and he has also been called a "through-going democrat". However, we cannot necessarily accept these evaluations as being correct, when we examine in detail his fundamental idea about labour movements in the periods of the Anti-Corn Law Movement, especially during the times of the Second Reform Movement, and his way of coping with them. It is a widely-known truth that he was a leader of the Manchester School, and consequently, it will not be necessary to emphasize here that the object in politics which he was most interested in, was to establish the political supremacy of the industrial bourgeoisie. At the same time, we cannot ignore that he tried to conciliate the labour movement through his intentional concessions to the demands of the working-class, and also by including a part of the working-class in the "pale of the Constitution". Thus, he intended to establish the political supremacy of the industrial bourgeoisie, and to consolidate the basis by which the preservation of property would be secured. This paper aims to inquire about the characteristics of the bourgeois reformism in England in the middle of the nineteenth century, through the study of the above-mentioned.
