<論説>ジャクスン期民主党の諸政策

Abstract

アメリカ史の上でいわゆる「ジャクスン時代」とは、およそ対照的な二つの時期、つまりモンロー執政期の「感情融和の時代」と一八四〇年代以降の南北戦争前夜の時期とを橋渡しするユニークな位置を占めている。この時期、北部・南部・西部なる三大セクションは各々独自の社会的・経済的発展を開始し、銀行・関税・公有地をめぐる多彩な論争を準備したが、また他方では、この時代は、旧来の政党体制が瓦解し、地域利害の投射を浴びつつ新たな政党対立が醸成された時代でもあった。この時期のアメリカは、政治的にも経済的にも新局面を迎えつつあったといえる。本稿では、ジャクスン政権が当時の緊急課題にどう直面し、またそれらを処理する過程でどのようなドグマ的・政策的矛盾を犯さざるをえなかったかを爼上にのぼらせることによって、そこから草創期民主党固有の特徴を探ろうと試みた。

In the history of the United States, what we call "the Age of Jackson "stands in a unique position to link the two sharply contrasting periods: "the Era of Good Feeling" under the Monroe's presidency and the two decades preceding the Civil War. During this age three big sections----the North, the South and the West----launched into their respective social and economic developments, which led to the various and heated controversies on the banks, tariff and public lands. On the other hand this age witnessed the collapse of the old regime and the rise of the two-party system under the influence of the sectionalism. In this article we tried to explain the intrinsic features of the early Democratic Party by investigating how the Jacksonians confronted the imminent problems and what inconsistencies in the principle and the policy they were compelled to commit.
