<論説>タイにおける国家領域の成立過程 : チャクリ改革期を中心として

Abstract

一九世紀後半の西欧植民地勢力の進出は、ラタナコーシン朝旧制度下のタイ社会に急激な変動をもたらした。チャクリ改革は西欧植民地勢力の外圧を直接的契機とし、それに対応する五世王を頂点とするチャクリ王室権力による一連の内政改革として性格づけられる。辺境の朝貢土侯領域に対する外圧は、国家の存立の危機として認識され、旧制度下の地方国によって構成された国家領域の統治形態の改革がせまられた。外圧に対応する領域統治の改革はダムロン親王を長とする内務省によって着手され、旧来の地方国を州として統合する過程で、中央集権的統治を実現していく。すなわちテーサーピバーン体制の確立がそれである。地方国主による独自の統治・経営を否定したテーサーピバーン体制は、領域統治における専制的支配をより機能的・合理的に貫徹する手段であった。本稿は旧制度下よりチャクリ改革期にいたる国家領域とその統治形態の変貌を追求する。

The advancement of the Western colonial powers in the late 19th century had caused a radical change in Thailand society under the old regime of Ratanakosin dynasty. Chakri Reformation can be characterized as a series of domestic reform which was launched by Chakri royal court headed by Rama V Chulalongkon in response to the impact of the Western colonial powers as a direct motivation. They perceived the pressure from the outside upon Prathetsarat (tributary chiefdoms) in the frontier as a danger to the existence of state and were forced to reform the administrative form of state-area which was composed of Huamŭang (provinces) under the old regime. The reform of provincial administration in response to the pressure from the outside was launched by Kasuang Mahatthai (ministry of interior) headed by prince Damrong and kept bringing the centralized adminstration through integrating the old Huamŭang into Monthon (circle). That is the establishment of Thesaphiban (system of provincial administration). Thesaphiban which negated the individual administration and management by Chao Mŭang (provincial chiefs) was also the instrument for carrying through the despotic rule more functionally and rationally. This article will pursue the situation of state-area and the change of its administrative form from the time of the old regime to the time of Chakri Reformation.
