<論説>居延漢簡にみる候官についての一試論 : 破城子出土の〈詣官〉簿を中心として

Abstract

建国いらい匈奴の攻勢に苦しめられてきた漢王朝は、武帝の時にいたって反撃を開始した。そして紀元前一一五年には匈奴を河西の地から漠北に逐いやることに成功し、この地に漸次張掖、酒泉、敦煌、武威のいわゆる河西四郡をおいて西方への交通路を開くとともに、匈奴に対する守りをかためた。当時、居延は張掖郡の北部に位置する最前線の防衛基地であったが、一九三〇年にここから多数の木簡が発見された。これが居延漢簡とよばれるものである。本稿ではこのうち当時の甲渠候官の遺址から出土した仮に「詣官」簿とよぶ一群の簿録の検討から、従来ほとんど明らかにされていない候官の機能と職掌について考察した。その結果、候官は基本的には都尉府と前線の候[]との中間にあって候[]を統轄し、都尉府の命令を候[]に伝え、また前線の状況を都尉府に報告するパイプ的存在であったが、実際の運営に当っては頻繁に集議をひらいて命令を徹底させ、候[]より提出される各種報告類には厳重な査察を加え、吏卒の違反や怠慢を厳しく監視した。また候[]の吏卒の勤務上のあらゆる事務手続はすべて候官で処理されたが、候官は同時に食糧を配給するほか、内郡から送られてくる賦銭を管理し、賦銭によって候[]の必需品を購入し供給する重要な兵站基地でもあり、軍事地帯における公私の経済生活の中心であったことが注目される。

Han dynasty had been suffering from the Hsiong-nu 匈奴 invasion from the early days, but under Wu-di 武帝 Han began to take offensive. In 115 B. C. Han succeeded in driving the Hsiong-nu away from Hohsi 河西 district into the north of the Desert. Four counties, Chang-yi 張掖, Ch'iu-chuan 酒泉, Tun-huan 敦煌 and Wu-wei 武威, were set in that district to clear the way to the western countries and protect it against the invading Hsiong-nu. In 1930 a lot of wood-plate archives were found in Ohu-yen, a military base at the front. They are called Chu-yen Archives. In this article I would like to investigate into the functions and duties of the hou-kuan, which has hardly been studied until now, by using a series of archives found in the grave of Chia-chu-hou-kuan 甲渠候官. I will call them 'Yi-kuan Pu' for the present. After investigating them I came to the conclusion as follows; Hou-kuan is a mediator between Tuwei-fu 都威府, the headquarters and hou-tu 候隊, a force at the front; He command the hou-tu, delivers the order of Tu-wei-fu to the hou-tu, and on the other hand, tells the condition of the front lines to Tu-wei-fu; Putting the duties into practice he often calls a meeting to make the order thoroughly understood; He inspects the reports presented by the hou-tu strictly, keeps a close check on the violation and negligence of the officials and soldiers; Hou-tu does all the office works about them; In addition to the delivery of the provisions, he takes charge of the military fund sent from the inner counties, and buys the requisites for the hou-tu; We must pay special attention to it that hou-kuan takes a leading part in the public and private economic life in that district.
