<論説>クリミア戦争と東アジア

Abstract

ウィーン会議いご四十年間ヨーロッパの国際政治に平和を保証したのは、英露両超大国のコンセンサスであったが、クリミア戦争はこのコンセンサスを破壊し、いご、この両超大国の対決が国際政治を規定する基本要因となる。しかし、この戦争の遂行は、グローバルな国際関係史のうえで、いっそう重大な結果をもたらした。すなわち、ヨーロッパ国家系は、トルコを一パートナーとして組みいれることによって、西アジア・北アフリカのイスラム国際秩序を崩壊させると同時に、それ自身を無限界・無規定な普遍的国際社会へ変質させた。さらに、清帝国および日本が、ヨーロッパ起源のこの国際社会のなかへ組みこまれたのもまた、この戦争終結直後においてであった。本稿は、このような視角から幕末日本の「開国」を考察したものであるが、そのさいとくに、(一)日英最初の条約締結と、(二)ロシア軍艦の対馬占拠事件をめぐる英露対決との二件に焦点をしぼった。要するに、幕末日本の「開国」を国際政治の基本構造と関連させて説明しようとする、構造論的考察のひとつの試みである。

It was the consensus between the two super-powers, England and Russia, that guaranteed the peace in Europe for forty years after the Congress of Vienna. But with the abrogation of their consensus through the Crimean War, their conflict, on the contrary, came to be the fundamental motive in the international relationship. And the performance of this war, in the global perspective, left further more serious consequences : the European powers, embracing Turkey as a partner, not only dissolved the orders of the Islamic nations in the West Asia and the North Africa, but also transformed themselves into a part of the global international society, boundless and indefinite. In addition it was just after the and of this war that the Ch'ing 清 empire and Japan were involved in that international society originated in Europe. In this article, the examination of the Japanese "Opening" from such a poit of view, we pay especially attention to the following affairs : 1) conclusion of the treaty between Japan and England for the first time 2) conflict between England and Russia caused by the Russian squadron occupying Tsushima. In consequence this is an attempt of the structural examination, explaining the Japanese "Opening" from a view-point of the fundamental structure in the international relationship.
