<論説>インド・パンジャーブ平原における農村の展開と「緑の革命」 : アムリッツァー県ガッガルバナ村を事例として

Abstract

「緑の革命」に関する諸研究は、一般に、その社会経済的含意の未来予測的な検討に重点をおいている。しかし、目下の段階において必要なことは、「緑の革命」の実在性と定着性を検証するための作業であり、それへのアプローチはいくつか考えられる。本稿では、「緑の革命」の代表的な進展地域に属する村落をとりあげて、そこでの「緑の革命」にともなう変貌の諸相を追求するという方法をとった。とくに「緑の革命」を村落の展開過程の中に位置づけて、「緑の革命」が高収量品種の導入によって突如として発生したものではなく、村落の展開過程の連続性の上に生起していることを強調した。調査のフィールドとして、インドのパンジャーブ州アムリッツアー県ガッガルバナ村をとりあげた。近代における同村の展開過程を四期にわかって述べつつ、とくに、「緑の革命」の波及に先立つ農業生産の主穀商品生産への指向と錯綜分散耕地制の解消とがもつ意味について強調した。

The studies on the " Green Revolution " have, in general, focused on the prospective examination of its social and economical implications. But at the present stage it is necessary to scrutinize the existence and stability of the " Green Revolution ", and there are some ways to do it. In this article we take up a village in the areas where the " Green Revolution " is typically in the process, of which we study some aspects of the change accompanying with it. Especially, by placing the " Green Revolution " in the evolving process of the village, we stress that the " Green Revolution " did not come about suddenly from the introduction of high yielding variety seeds, but occurred with the continuous evolving process of the village. As a field of research, we choose the Village Gaggarbhana, Amritsar District, Punjab State, in India. Relating its four-stage evolving processes in modern age, we emphasize the meaning of a inclination to the commercial production of food grains and a disappearance of the land fragmentation which came about prior to a diffusion of the " Green Revolution ".
