抄録: | 一九四一年十二月八日の真珠湾攻撃によって日米戦争は開始されたが、この戦争の火種は、歴史的に長くつちかわれたものであった。一九二一〜二二年のワシントン会議は、直接のきっかけとみてよいが、日米戦争はすでに、日露戦争とポーツマス会談に端を発したと考えてよい。日露戦争後、アメリカでは、政治的には、日本人移民制限問題、日本人学童差別問題、日本人農民の土地所有禁止問題などが続出し、両国間の緊張を高めたし、社会的には「日米戦争が起こりなば」式のショービニスティックな文献がはんらんし戦争気分を高めた。この日米間の緊張の高まった時期、アメリカ海軍省では、日本の攻撃を予想して、綿密な作戦がたてられていた。本稿でとり扱うのはこのプランとその特色がどこにあるかということである。数十年後の日米戦争においてこの時期の海軍省が予想した攻撃とほぼ同じ動きを日本側がなしたということも注目されてよい。 After the Russo-Japanese war there happened anti-Japanese movements in California such as the exclusion of Japanese children from public school or demands of prohibition of Japanese immigration. These movements expanded tensions between Japan and the United States and there arose circumstances which made public opinion feel the coming of a U.S.-Japanese war. Statesmen and navy officers were not indifferent to these feelings. Especially U.S. Navy officers anticipated the coming of a war and made a strategy about the war of the Pacific Ocean. In 1909 they moved the basement of the U.S. Pacific squadron from Manila to the Pearl Harbor. This was made on the thought that Japan could get Manila too quickly for U.S. to defend and that it was superior for U.S. to retreat to Hawaii or somewhere in the Eastern Pacific and then to make a counterattack to Japan. In this treatise, I made a research in detail of the strategy of the U.S. Navy Department of this time. It is quite interesting that the Japanese strategy was quite resemble to this U.S. Navy's plan when Japan attacked the Pearl Harbor in 1941. |
