<論説>山門使節制度の成立と展開 : 室町幕府の山門政策をめぐって

Abstract

室町時代における延暦寺の政治史的な研究は、いままで主として、金融を営なむことによって京都に進出した山徒を中心に論ぜられてきた。しかし、この時代の延暦寺の政治史、とくに幕府権力との関係を機軸とした政治史の研究においては、比叡山を本拠地としていた山徒勢力の動向の評価が決定的な意味をもっていた。室町幕府は、南北朝期以来、山門にあって幕府に反抗的な山徒の統制に手を焼いていたが、足利義満の時代、幕府は彼らのなかから有力なものの一部を山門使節として組織し、自らの機構下に組み込んで、山徒統制の一方策とした。幕府は、山門使節に山門内および山門領において守護に準ずる諸権限を与え、これにより山門への自権力の浸透をはかろうとしたのであった。この幕府の山門政策は、一旦は永享の山門騒乱と呼ばれる山門使節らの反乱により破綻するかのようにみえるが、結局はかなりの成功をおさめることとなる。

This article will deal with the political history of Enryaku-ji Temple 延暦寺 in the Muromachi 室町 period. Hitherto, the studies on this subject have laid stress on the Santo 山徒 who had begun to gather strength in Kyoto by being engaged in money lending. However, in view of the relation between Enryaku-ji Temple and the Bakufu 幕府, the influence of the Santo who made Enryaku-ji Temple the base and the centre of their lives should be much more appreciated. Since the civil war in the period of Northern and Southern Dynasties 南北朝, the Muromachi Bakufu 室町幕府 had not succeeded in controlling the rebellious Santo. Therefore, in the reign of Ashikaga Yoshimitsu 足利義満, the Bakufu organized some of the influential Santo as the Sanmon Ambassadors 山門使節 in order to place them under its control. In other words, the Bakufu tried to exercise its power over them by investing them with the same several privileges as the Shugo 守護 had, within the territory of Sanmon 山門. This policy toward Sanmon once almost failed in consequence of the 'Sanmon riot during the Eikyo Era' 永享の山門騒乱 which was raised by the Sanmon Ambassadors. In the end, however, this policy worked well to rule the Santo.
