<論説>トルーマン政権と忠誠問題 : 一九四七年忠誠計画成立過程の考察

Abstract

戦後アメリカ社会は労働攻勢の中で幕を開けた。政府の諸統制や左派労働運動の台頭を憂う保守的ビジネスマンは、これを共産主義浸透の結果と捉え、強力な反共宣伝を展開することになる。また議会にあっても保守派は国内治安に関わる幾つかの事件を契機に、その国政調査権を楯に反共宣伝と政府批判に乗り出した。さらに対ソ関係の緊張も加わって、世論は不徹底な中にも次第に保守化しつつあった。ところでこれら諸圧はトルーマン政権にとって必ずしもマイナス面ばかりをもたらすものでもなかった。トルーマン政権は、国内外にまたがる共産主義の跳梁というイメージが孤立主義的な議会や世論を覚睲させる上で極めて有効であることを充分意識していたからである。加うるに政府首脳の個人的資質や新たな世界戦略は何らかの形での国内治安強化策を不可避としていた。一九四六年秋の中間選挙に於いて共和党が大勝した後トルーマン大統領は、世論の動向を見極めた上で、新たな忠誠計画の検討に踏み切った。担った課題からして、この計画が以後の抑圧的な社会の究気形成に資したことはいうまでもない。

Soon after the Second World War, the American conservative businessman, confronted with labor offensives and the continuation of the government's war-time control over the business world, initiated a strong anti-communist campaign. Conservatives in Congress also pressed the administration, exploiting the anxiety among the public about communist espionage activities. While these pressures mounted high on President Truman, the administration itself had been well aware of the usefulness of anticommunist propaganda in mobilizing the isolationist public for the support of its foreign policies. Although Truman refrained from the loyalty or communist issue for a while, the outcome of the mid-term election in 1946 urged him to take a new more conservative stance. To study a new loyalty measure, he set up a commission, which, in fact, came under the leadership of intelligence agencies that were anti-New Deal and pursued an absolute security. No wonder the result was such as might run counter to civil liberties.
