<論説>現代農村の地域秩序とその変容 : 笹堰水利地域を事例にして

Abstract

現代の日本農村社会は農業＝農村の内外に生じた諸条件の変化に伴って、旧来の村落構造を急激に変化させており、その実態把握は諸科学の主要テーマの一つになっている。農村社会の構造変化はまた地域構造の再編成・解体でもあり、「地域」を対象とする地理学の重要課題である。本稿では笹堰水利地域を事例にして、一組の水利施設体系に基いて形成されていた機能的な「地域」の内部構造を分析し、次でその変化過程を具体的に考察した。この事例分析によって、現代農村の地域変化の実態と機構を明らかにするとともに、地理学の基礎理論としての地域論の発展に資しようとするものである。笹堰水利地域は用水配分の基本単元として一七の留水地区・水利集団に分割されている。これらの領域及び集団は旧藩政村＝村落との整合性が強く、従って自律性に富み、相互に競合的な関係にあった。農業用水は「番水」と「散し」の二方式で配水されるが、番水に於ては一七地区は相互に平等原理で結ばれている。だが散しと呼ばれる配水では水系上の地理的位置に基因した階層的な地域秩序が形成されていた。しかし、このような近世的な水利施設体系、水利慣行、村落間のセクショナリズムに基く地域構造は、昭和三十年以降しだいに変化してきた。それは旧来の階層構造の平準化あるいは空洞化として現われてくるが、その要因・実態についても検討を加えた。

Japanese rural society is now undergoing a radical change as the social conditions in and around the agricultural life changes. Scientists of our days, above all geographers, think it important to examine the actual state of modern villages. In this article, taking the case of Sasazeki water supply area, I would like to investigate into the social structure of the area under an agricultural water supply and its changing process. This case study will make the change of modern villages clear, and contribute to the development of 'area study', which, I think, is the fundamental theory of geography. Sasazeki water supply area was subdivided into seventeen small areas which were the basic units to get water supply. These sub-areas, corresponding to the rural communities in the feudal age, were apt to be independent and opposed one another. Water for agriculture was distributed to the sub-areas by two methods. By bansui 番水 method water was distributed equally to the seventeen sub-areas, while by chirashi 散し method there was an order of priority according to the location of the sub-areas. Since 30's of Shōwa 昭和 era, however, this water supply system and sectionalism of the sub-areas have been gradually undergoing a change, whose causes and phases I will examine in this paper.
