<論説>コイノン : 拡大されたポリス理念

Abstract

ギリシア人の連邦国家はヘレニズム時代に重要な役割を演じたものであり、それは都市国家の次元を超えていた点でポリス理念の終焉を意味するものと考えられている。それにも拘らず、同時代のギリシア人がポリス連邦の中に拡大されたポリス理念を見出していたことは興味ある事実である。本稿では、ポリス市民が懐いていた「全一性」の理念――ポリスは市民の共同体であり、全市民が一体として国家の運営に与るという考え――が早くからイオニア人などによってポリスを超えた組織――即ちコイノン――の中に実現されていたこと、また、古典期のボイオーティア人の連邦でもこの「全一性」の理念が個々のポリスの存在に優先していたこと、そして同様の事情がヘレニズム期の代表的なコイノンであるアカイア連邦でも見出され、この事実を介してポリス理念がコイノンの規模にまで拡大された次第が論じられる。これによって、古代ギリシア人の懐いていた国家理念の特異な性格の一端が窺われるであろう。

The Greek federal state played, as is generally known, a very important part in the history of the Hellenistic world. Does this new form of state mean the end of the idea of the Polls? The state of this kind, the Koinon, owes its interest to the fact that the ancient Greeks found the continuance of the idea of the Polis in the territorial League. The writer would like to clarify, 1) that the fundamental idea of the Greek Polis as the community of the citizens was realized in the Koinon of the earlier Greeks, e.g. the Ionians, 2) that the idea of the Polis was predominant also in the Boeotian Confederacy of the fifth and fhe fourth centuries, and 3) that the Achaeans of the Hellenistic age magnified the idea to the enlarged scale of territorial federal state. This investigation will accordingly evince one of the most peculiar characters of the ancient Greek 'Staatsidee'.
