<論説>奈良時代「山野」領有の考察

Abstract

本稿は、奈良時代に展開した「山野河海」の貴族・土豪的領有の構造・性格を、具体的に解明することを課題としている。律令貴族が「非農業的」生産を目的として山野を分割・領有した実例は、奈良時代中葉に指摘することができる。その経営は、成立の契機として国衙機構を前提とし、 「私設の代官」たる郡司層を中核としていたが、律令貴族の分身である「家使」の存在を忘れることはできない。かような律令貴族の山野領有は、畿内近国的規模で展開していたであろう。一方、同じく奈良時代中葉には、畿内周辺で「都城」の需要に応じて、下級官人・「杣人」が伐木を目指して山野領有を展開していた。この後者は前者に比して、主体が小規模であること、交易のための生産であることに特徴がある。この二形態は、実例としてはともに奈良時代中葉にしか確認できないが、「律令国家」成立当初から存在していた可能性が多い。また経営としては、両者とも共通して不安定であったように思われる。

In this article, I intend to throw light upon the nature and the structure of the holdings of hills, fields, rivers and seas, by the nobles and the powerful clans in Nara era. There can be found some examples of the division and the holding of the fields and hills for the purpose of non-agrarian production by the nobles under Ritsuryo 律令 regime at the middle Nara era, to which the organization of kokuga 国衙 or the county offices was indispensable. Though the gunji 郡司 or the nobles' private agents were leading figures in managing, it doesn't follow that the nobles' messengers played a less important part. It may have been developed in Kinai 畿内 vz. the home counties and some surrounding counties. On the other hand, during the same period, the lower officials and the woodcutters in Kinai were to hold the fields and hills in order to supply the capital with woods. These holdings were characteristically managed by minor persons and the productions there were mainly for tradings. We can identify actually these two forms of holding only at the middle Nara era, but they may possibly have originated at the beginning of Ritsuryo regime. As for the management they were both unstable.
