<論説>洛中の土地支配と地口銭

Abstract

洛中に賦課された地口銭は、南北朝期以降にはその例を数多く見出すことができるようになる。本稿は、そのような地口銭の賦課・徴収方法の追求を通して、幕府・荘園領主による土地支配と、それを媒介とする都市一般住民＝「百姓」の支配を明らかにしょうとしたものである。地口銭は洛中に居住する「百姓」に対して賦課された。したがって、洛中の土地を集積する荘園領主と、そこに居住する「百姓」の利害は、地口銭免除を受けるという点に関しては一致する。通常、荘園領主は自己の所領を書き上げた洛中散在敷地注文を室町幕府に提出することによって、地口銭免除を受けることができた。ところが康正二(一四五六) 年・長禄二(一四五八) 年の地口銭免除が認められなかった時、荘園領主は幕府による「百姓」からの直接徴収を避けるために、請負いによる地口銭納入を望んだ。さらに、応仁・文明の乱後は、洛中所領再編成の必要から、荘園領主も「百姓」支配を強化しようとした。

In the documents since the Nanbokuchô age we occasionally find the accounts of 'Ziguchisen' which is a tax imposed in Rakuchû. Here we are through the inquiry into the process of its collection to clarify the following problems : how the Bakufu and the landowners managed their lands, and through this how they ruled the city inhabitants called Hyakushô 百姓. Ziguchisen was collected from Hyakushô living in Rakuchû. For that reason there was to be the agreement of interests in its exemption between the landowners who accumulated the lands in Rakuchû and Hyakushô living there. The landowners, as a rule, should be privileged from Ziguchisen by putting the return of possession Rakuchû-Sanzaishi-kichi-Chûmon 洛中散在敷地注文 to the Bakufu. But in 1456 and 1458 at the Bakufu' s rejection of this privilege they insisted on levying it for themselves in order to shirk the direct collection by the Bakufu. The landowners intended thereafter, especially after the war of Onin-Bumnei, more eagerly to put their Hyakushô under the stronger control from viewpoint of restoring the landowningsystem in Rakuchû.
