<論説>ストックホルム会議とツィンメルヴァルト運動

Abstract

ロシアニ月革命後、ペトログラード・ソヴェトの平和声明を引き金に、三つの社会主義陣営が平和をめざす国際社会主義会議を召集していく。まず、オランダ、スカンジナヴィア諸国の社会主義者がいわゆるストックホルム会議を召集した。これはまたソヴェトによっても自らのイニシアティヴで召集された。両者は合同し、未だ参加を決めていない協商側社会主義者へ参加説得のため代表を派遣することにもなる。一方、ツィンメルヴァルト派は自らの第三回ツィンメルヴァルト会議開催をめざし、ストックホルム会議への態度もそこで決しようとする。結局、ストックホルム会議は協商側政府のパスポート交付拒否に会い挫折する。が、その外的条件ばかりか、交戦国多数派自身のその会議への関わり方の中に問題があった。更に私が強調したいのは、ソヴェトの平和政策自体が大きく後退していったことである。その会議の挫折をソヴェトの政策の不可避的な帰結と見通したのはツィソメルヴァルト派であった。

After the March Revolution in Russia the Petrograd Soviet's peace appeal led three socialist camps to try to hold the international socialist conference for the peace. First Dutch and Scandinavian socialists called the so-called Stockholm Conference. This was called by the Soviet on its own initiative, too. Both came to collaborate and sent the delegates for the Entente socialists in order to persuade them to attend the Conference. On the other hand, the Zimmerwaldists tried to hold the Third Zimmerwald Conference and to decide their attitude for the Stockholm Conference. After all the Stockholm Conference failed on account of the Entente Governments' refusal of passports to the delegates. But it was a question how Majority Socialists of the belligerent countries were concerned with the Conference. Moreover, what I want to emphasize is that the Soviet's peace policy itself retreated greatly. It was the Zimmerwaldists who could penetrate the failure of the Conference as the inevitable result of the Soviet policy.
