<論説>恐慌前夜の江浙機械製糸業

Abstract

一九二七年、南京政府成立後の中国経済研究においては、従来、「四大家族」に代表される「官僚資本」が、権力を背景として「民族資本」を圧迫し、中国の資本主義的発展を阻害したという見解が主流を占めている。本稿はこうした見解を批判するため、世界恐慌直前の時期における江蘇・浙江地方の機械製糸業を分析したものである。この製糸業に関する従来の研究は、数の上で優位を占める上海の製糸工場 (糸廠) をもってこの地域を代表させ、それのもつ前期的・買弁的性格を強調している。本稿は上海の糸廠についてはこの性格を認めつつも、上海より遅れて繭の産地に建設された所謂地方糸廠は、より近代的な性格をもっていたことを明らかにする。そして、上海で糸廠が早く発展したのは、「半植民地」中国の特殊性によるものであること、二〇年代後半に急速に発展した地方糸廠は、上海の糸廠とは歴史的段階を異にしていたことを示す。そのような地方糸廠発展の大きな契機となったのが、南京政府の成立だったのである。

In the studies of Chinese economy after the establishment of the Nanching 南京 Government in 1927 it has been a mainly held view that' bureaucratic capital', typified by the 'ssŭtachiatsu 四大家族', and backed by the power, oppressed 'native capital', and hindered the development of the Chinese capitalism. For the purpose of reconsidering such a view, this article focuses on the analysis of the mechanical silkreeling industry in the Chiangsu-Chêchiang 江蘇・浙江 districts on the eve of the World Depression. In the former works authors have regarded the Shanghai 上海 silk mills exceeding others in number as a typical example in these districts, and consequently they have stressed their pre-capitalist, comprador character. Though such a character is applicable to the Shanghai silk mills alone, the socalled local mills, built later at the silkworm-raising centre, had a more modern character. Subsequently it can be pointed out that rather early growth of the Shanghai silk mills depended on the peculiarities of 'halfcolonialiaed' China at that time and that the local mills growing rapidly in the second half of the 1920s differed from the Shanghai ones in the historical stage. Lastly it was the establishment of the Nanching Government which gave an incentive to the development of such local mills.
