<論説>第二次大戦直後のアメリカラリベラル : 「民主的行動のためのアメリカ人協会」(ADA)の成立をめぐって

Abstract

過去一〇余年、大戦直後のアメリカリベラリズム運動史研究が盛んであるが、多くは冷戦進行に伴うリベラルの左右対立激化の中で葬られたウォーレスの進歩党運動あるいはその福祉国家論や平和共存外交の復権を図り、冷戦推進派リベラルの急進的精神喪失を指弾するものであった。筆者は逆に、四七年以後、新たなリベラリズム運動の中心となるADAの成立の背景と意味を第二次大戦直後の「再転換」期の中で検討し、そのことによって戦後アメリカ社会を展望しようとするものである。本稿では先ずリベラルの戦後構想の特質と限界を明らかにし、「再転換」期の好況・反動化の中でその基盤が消え、さらに期待された労働運動が基本的に「ブローカー・ステート」幻想の中にあって体制順応的であったことを示した。ここに神学者ニーバーのユートピア否定思想とケインズ経済学を柱とするリベラルの集団ADAが登場する。リベラルの再編は「再転換」期におけるニューディール体制の調整過程に直接照応し、その必要を充たすものであったといえよう。

Post-World War II American liberal movements have been actively and closely studied in recent years. Many of these studies, however, are devoted either to re-evaluate Henry Wallace and his advocacy of peaceful co-existence or to criticize so-called Cold War liberals for their failure of radical nerve. The author's intention here, on the contrary, is to examine the background and the meaning of the founding of the Americans for Democratic Action which after 1947 was to replace the reform-minded liberals and become the center of the liberal movement, and by so doing to present a perspective of the postwar American society. The article discusses the characteristics and the limits of the liberal postwar programs in the first place. The bases of their reform program were eroded in the face of the postwar economic boom and the political reaction. Besides, labor movements to which liberals looked as the major vehicle of their reform campaign stuck to the illusional 'Broker State' structure. In this circumstances comes up a new liberal group, ADA, two main features of the organization being anti-utopianism of theologian Reinhold Niebuhr and Keynesian economics. This reorganization of liberals corresponds directly to and meets the necessity of the adjusting process of the New Deal system in the reconversion period.
