<論説>一九二〇年代中・後期の地方都市民衆運動 : 但馬震災罹災民会より労働党但馬支部へ

Abstract

兵庫県豊岡町 (現豊岡市) では、一九二四年総選挙の過程を通して、旧来の有力者に加えて、それまでの非特権中間層の代表も政治的発言を認められる体制ができていたらしい。その後、二五年五月の但馬震災の義捐金分配問題をめぐって同年秋より罹災民会による民衆運動が起り、それは二四年初めから始まった豊岡町青年会自主化運動と共に、二六年七月の労働農民党但馬支部結成の基礎となった。そして大局的には、二七年夏の豊岡町政革新運動及びその後の二八年初めまでの民衆運動につながる。これらの運動の基盤は、職工・職人等の下層民衆にある。指導者層は、但馬青年学生連盟・社会科学研究会類似の組織・青年団自主化運動等から成長した地元の勤労青年である。この豊岡町での事例分析を通して、これまで実態が不明であった大正デモクラシー収束期の地方都市民衆運動 (とりわけ二六年末から二七年にかけての地方自治体への「地方政治闘争」) の理解を深めた。

In Toyooka 豊岡 Town (today City), Hyogo 兵庫 Prefecture, man can find a system, in which, besides the old influential men, the representatives of the unprivileged middle class could come to express their political opinions through the process of the general election in 1924. Then, from the problem on allotment of Gienkin 義捐金 for the Tajimashinsai 但馬震災 in May of 1925, a popular movement by the Risaiminkai 罹災民会 arose in that autumn. And in July of 1926 it became the base for the organization of Tajima 但馬 branch of the Rodonominto 労働農民党 with the movement for autonomy of the Toyooka-cho-Seinenkai 豊岡町青年会, which had begun in the early 1924. On the whole this popular movement led to the movement for reformation of the town administration in summer of 1927 and further to the popular movement till the early 1928. These movements were based on the lower class which consisted of artisans, workmen and so forth. Their leaders were the young working men of the district, who grew from the Tajima-seinen-gakusei-renmei 但馬青年学生連盟, the organization similar to the Shakaikagaku-kenkyukai 社会科学研究会, the movement for autonomy of the Seinendan 青年団, and so on. In this article, through the analysis of the case in Toyooka Town one can promote a better understanding about the popular movement of the provincial city in the closing period of the Taisho Democracy 大正デモクラシー (especially about "the local political conflict" against the local authority from the late 1926 to 1927), whose actual condition had formerly remained uncertain.
