<論説>「外記政」の成立 : 都城と儀式

Abstract

本稿は、平安時代初期に成立した“Geki-Sei”の性格及びその成立過程の解明を直接の課題としている。従来「外記政」は、“Kan-Sei”が平安時代に入り衰退したことにより、それに代るものとして成立したと説明されてきたが、それは「外記政」の成立と外記庁に於ける公卿聴政の開始とを混同した議論である。「外記政」は、弘仁十三年外記庁に於ける公卿聴政を太政官曹司庁での聴政と区別することにより制度的に成立した。それは太政官曹司庁を朝堂院・内裏に次ぐ儀式の場として位置付ける措置に伴うものであり、嵯峨朝の儀式整備政策の一環をなしていた。「外記政」成立の史的背景(「外記政」成立に先立つ外記庁に於ける公卿聴政成立の契機) は、延暦初年には確認し得る公卿の内裏への侍候が一段と進行していた状況に求めることができる。「外記政」成立を繞る史的動向をこの様に把握することによって、平安時代初期政治史研究を新たに展開することが以後の課題として設定される。

The purpose of this article is to elucidate the character and the processo f the formation of the Gekisei which was formed in the early Heian 平安 Era. Hitherto the scholars have explained that the Gekisei was formed in place of the Kansei 官政 which had declined in the Heian Era. But in this explanation the formation of the Gekisei and the start of the Kugyochosei 公卿聴政 in the Gekicho 外記庁 were confused. In the thirteenth year of the Konin 弘仁 period the Kugyochosei in the Gekicho was separated from the Chosei 聴政 in the Daijokansoshinocho 太政官曹司庁 and then as an institution the Gekisei was formed. Its formation occurred in company with she measure which ranked the Daijokansoshinocho next to the Chodoin 朝堂院 and the Dairi 内裏 as a place of the ceremony. And it belonged to the policy of improvement of the ceremony in the Saga 嵯峨 period. The historical background of the formation of the Gekisei (i. e. the opportunity of the formation of the Kugyochosei in the Gekicho proir to the formation of the Gekisei) is found in the following situation; then the service of the Kugyos 公卿 in the Dairi, which we can certify for the first time in the first year of the Enryaku 延暦 period, advanced remarkably. Taking the above into account, we can and must develop the study of the political history of the early Heian Era.
