<論説>日本の律令国家の「賓礼」 : 外交儀礼より見た天皇と太政官

Abstract

本稿では、日本の律令国家の権力構成や外交権の所在を検討する一素材として、 「賓礼」のあり方を考察の対象とした。それは、唐を中心とした「東アジア世界」では、平和時の対外交渉として「賓礼」がかなり重要な役割を果しており、 「賓礼」のあり方に支配者層の対外交渉へのかかわり方や各国間の対外関係が象徴的に示されるからである。まず、基調となった唐の外交儀礼や国書について検討した後、それを継受した日本の律令国家が行った「賓礼」とは具体的に如何なる行事・儀式かを示した。そして、行われた「賓礼」の各行事・儀式をその主催のあり方に注目して検討した結果、九世紀初め迄は、唐の制度に准拠し天皇がその主要行事・儀式を主体的に行っているのに対して、九世紀前期〜中期を境にそれ以降は「賓礼」への天皇の関与が後退する一方、太政官による代行・関与の増大が顕著になることが認められた。かかる九世紀における傾向は「王事」たる遣使のあり方や発遣・帰朝の儀式にもみられ、日本の律令国家の権力構成や外交権の所在を考える上で注目すべきことである。

The subject of this paper is Hinrei of the Ritsuryo periods. In East Asia under the influence of the Tang Dynasty, Hinrei played an important part in diplomatic relations in peace time. So, Hinrei symbolizes foreign policy and the concerns of the ruling class in foreign diplomacy. This paper examines rites and the credentials related to diplomacy of the Tang Dynasty, and the content and development of Hinrei, which were modeled after the practices of the Tang Dynasty. An examination of the Hinrei, especially of their excution, clearly reveals that the Tenno conducted the main ceremony in the Tang manner until the beginning of the ninth century, but from the first half of the ninth century the Dajokan gradually relieved the Tenno in this duty. This change is also found in the dispatch of envoys, so this matter is important for the study of the diplomatic aspect and primacy of the Ritsuryo institution of Japan.
