<論説>「イギリス革命」期、カトリック同盟のアイルランド議会観

Abstract

イギリス革命期にアイルランド・カトリック独自の統治組織「カトリック同盟」によって主張されたアイルランド議会の対イングランド議会独立論は、アイルランド・ナショナリズムの一形態である自治主義の真の源泉として、近年とみに内外の研究者に高く評価されている。たしかに、アイルランド、イングランド両議会の関係についてカトリック同盟が主張するところにのみ目を奪われるならば、そうした評価は妥当にみえるかもしれない。しかしながら、カトリック同盟のアイルランド議会独立論の契機となったイングランド議会による対アイルランド立法行為=「募金法」の制定が、結局のところ、国制上の優位をめぐる同議会と国王との闘争の産物である以上、当時のアイルランド、イングランド両議会の関係は、それ自体単独としてではなく、国王も含めた三者間の関係の一角として捉えられるべきであろう。そこで、本稿では、従来、顧られなかった国王=アイルランド議会関係についてのカトリック同盟の見解を検討する。そこから、そのアイルランド議会独立論の性格が明らかとなるのである。

The recent study emphasizes that the Confedefate Catholics of Ireland, the organization of the catholics in 1640 s played an initial role in the movement of the parliamentary independence in Ireland. Some historians even point out that Molyneux and Swift who were formally considered as theoretical pioneers in the movement, only followed the idea that the Catholics initiated. But the argument which focuses exclusively upon the relationships of the England-Ireland parliaments tends to overlook the important fact ; indeed the Catholics acted against the assertion that English laws were enforceable in Ireland. But the idea itself was developed in the process of the constitutional conflicts between the English parliament and the crown. While the assertion made by the Catholics is often evaluated based on the relationships of the England-Ireland parliaments, we must reconsider the problem in a triangular relation -- the English parliament, the Irish parliament and the crown. Here we will pay our special attention to the Catholics' view on the relation between the Irish parliament and the crown, which is most typically reflected in a series of the peace negotiations which took place between the Confederate Catholics and Charles I.
