<論説>全関西婦人連合会の構造と特質

Abstract

全婦は、西日本の殆ど全府県に亙って地方に組織を持った広域連合会であり、構成しているのはいわゆる「官製・半官製的」、「体制内的」婦人会であった。その成立・発展の背景には、婦人を文部省内務省の主導する運動に動員しようとする地方庁当局の支持・後援があった。が、全婦は大阪を求心点として中央と地方をつなぎ、様々な性格の団体をつなぐ巨大なネットワークによって「婦人自治」を推進し、大きな社会的役割を果たし、官庁の意向を超えて婦選獲得運動に向かい、運動が地方に波及するのに貢献した。全婦は反体制団体ではないが、大正デモクラシーを体現していた。国家に奉仕することに疑問を持たぬ人々が、事実上家族制度のくびきを踏み越えて社会活動を主体的に組織し、婦選を要求していくというダイナミズムに全婦の特質があり、かかる抱擁力と弾力性に富んだネットワークの成立し発展するところに大正デモクラシーの時代的特質が看取できるのである。

The All-Kansai Federation of Women (1919-41) was a federation of various women's organizations in western Japan. More than 3 million women took part in it at its peak and most prefectures in western Japan had some organizations that sent delegates to its general meeting. The All-Kansai Federation of Women was an unprecedented kind of women's network : in its broad scope it was able to link the conservative peripheral area to the central region where a progressive women's movement had developed. Prefectural offices both supported and interfered in prefectural organizations within the All-Kansai Federation of Women in order to manipulate women. But solidarity within the network enabled these women's organizations to achieve independence in their activities and to lead the women's suffrage movement on a large scale, clearly not what the prefectural offices had intended. It is true that the All-Kansai Federation of Women was not radically opposed to Japan's economic or political system, but in practice it went against the established patriarchal family system. The All-Kansai Federation of Women embodied the spirit of Taisho democracy.
