<論説>壬午事変後の朝鮮問題

Abstract

壬午事変に対し清が積極的に介入したことで、朝鮮をめぐる日清対抗は顕在化した。これ以後の日本の朝鮮政策について通説は、清との対決を覚悟しての朝鮮への勢力拡大を日本は決意し、大規模な軍拡計画を決定した、としている。本稿はかかる通説を再検討しようとするもので、日清戦争に至る朝鮮問題の展開過程を明らかにしようとする筆者の試みの一環である。右の課題をはたすため本稿は、まず従来不十分であった、事変後の日本の朝鮮政策の展開(その中心は独立援助問題)の事実経過の確定を行い、その上で政策の性格を規定した。そしてこの時の清側の朝鮮政策を瞥見し、以上をふまえこの時期の日清対抗が日清戦争に至る朝鮮問題の展開の中にしめる位置を検討した。本稿の結論は以下の通りである。この時期の日本の朝鮮政策は、朝鮮への勢力拡大を図りながらも、対清協調も求めようという二面的な矛盾したものであった。この内、政策遂行者が重視していたのは後者で、軍拡も対清対決をめざしてのものではなかった。一方、清側も朝鮮への介入は行ったが日本との対決は望んではいなかった。結局、この時、朝鮮をめぐる日清対抗は発生したが、それは対決を不可避とするものではなく、その解消の可能性も存在していたのである。

The conflict between Japan and China was solidified through China's intervention during the Jingo 壬午 incident. Afterwards, it is commonly recognized that Japan held an expansionist policy toward Korea and thus came to greatly increase its army. This article is an attempt to reexamine such commonly held views and to access the evolution of the Korean problem in light of the Sino-Japanese war. First, the heretofore unexamined development of the Korean policy towards Japan after the uprising, the point of which was the independence of Korea, is investigated. Secondly, an attempt is made to characterize that policy. Finally, the Chinese policy toward Korea, and the importance of the Korean problem in the conflicts between China and Japan, which had some bearing on the Sino-Japanese war, are examined. By way of conclusion, it is noted that the Japanese policy toward Korea was two-fold and contradictory. On the one hand, Japan maintained an expansionist policy. However, Japan also wished to cooperate with China. Japanese policy makers lay stress on the latter aim. The Japanese policy of military expansion was not the reason for the conflict with China. On the other hand, when China intervened in Korea it also did not anticipate a military conflict with Japan. Although a conflict developed because of Korea, it was not unavoidable, and could have been settled without conflict.
