<論説>征韓論政変と朝鮮政策

Abstract

一九七〇年代後半以降、征韓論政変についての通説は動揺し研究は活発化している。本稿は、かかる征韓論政変の朝鮮問題としての意味を明らかにしょうとするものである。 一八七三年九月以降、政府内部において実際に朝鮮問題について二つの考えが対立していた。すなわち西郷らの遣使＝征韓論と大久保・木戸・岩倉らの内地優先の立場よりする遣使不可＝征韓反対論の対立である。しかし大久保ら内治派は閣議において、本来の主張である遣使反対論ではなく、西郷にあゆみよった延期論を主張した。これは八月一七日の閣議決定を誤解して思いつめている西郷の心理を考慮、彼との決裂を回避しようとしてのものであった。しかしそれにもかかわらず西郷は納得せず、政府の分裂、政変となった。政変で内治派は勝利をしめたが、閣議での自らの主張にしばられ、新政権は遠からず朝鮮への遣使を実行する義務を負わざるをえなかったのである。

Since the second half of the 1970's, doubts have been cast upon the orthodox view about the political change of debate on the expedition to Korea 征韓論, thus stimulating scholars' interest in the subject, This article intends to place this political change justly in the whole frame of the Korean problem. The Government contained within itself opposing opinions as to the Korean problem since September 1873 -- the group of Saigo insisted on an expedition to Korea, while that of Okubo, Kido, Iwakura and others opposed it ; the latter sustained a priority for the inland. In a Cabinet session, however, the group of Okubo modified its original stand and shifted to a compromising postponement of an expedition. The aim of this shift was to avoid a break-up with Saigo who got the wrong idea from the Cabinet decision made on August 17 and brooded over it. Nevertheless, this compromise on the part of Okubo turned out to be not enough to convince Saigo, and consequently did not avoid a division of the Government and a Political change. Although the group of Okubo won the political change, the new government, bound by its own assertion made in the Cabinet meeting, obliged itself to execute an expedition to Korea before long.
