<論説>権務官禄を通じてみた高麗時代の権務職

Abstract

高麗時代の権務官とは、正職品官の実職でない特定の臨時官署の実務職に従事する同正職の散官をはじめとして、一定の散階を持っている品官を意味し、彼らに支給された禄俸が権務官禄である。文宗三十年に整備され、仁宗代に更定された権務官禄は正規頒禄と区刷され、下級吏属・工匠に支給された別賜とも区別される。権務職は臨時職という点で正職とは違い、実務職という点で同正職をはじめとする散職とも区別される。権務官禄が整備された当時は品官権務、甲・乙・丙科官務、雑科濃漿に区別され、西班権務はなかった。しかし、高麗後期には使・副使という品官権務はなくなり、新しく登場した西班権務と甲・乙・丙科並び雑権務は権務九品を上限として高麗末まで存続した。朝鮮初(世宋初)逓児職が整備されることによって、高麗以来の権務官禄は廃止され、その機能は逓児職に継承された。

The title of Kwonmu refers to various officials holding official ranks and serving temporarily in government agencies. In being temporary, the Kwonmu posts differ from the regular posts (正職) and in providing actual service, they differ from the nominal posts (散職), including the tongjongjik (同正職). The Kwonmu stipend was institutionalized in the 30th year of Munjong's reign (1076), and subsequently revised under the reign of Injong (1122-1146). The Kwonmu stipend was differentiated from that of regular officials on the one hand, and that of petty functionaries and artisans on the other. At the outset, the Kwonmu consisted of three types (1) rank-holding officials (品官), (2) A-B-C categories (甲乙丙科), and (3) miscellaneous. In the second half of the Koryo period, the first type became extinct, while the military Kwonmu came into being. The Kwonmu of the military, A-B-C, and miscellaneous types-all subject to the ninth rank ceiling-persisted through the end of Koryo into the early Choson period, when King Sejong replaced them with the Ch'ea (逓児) posts. Accordingly, the Kwonmu stipend was substituted by the Ch'ea stipend.
