<論説>漢代居延における軍政系統と県との関わりについて

Abstract

前漢時代の地方組織として、一郡の長官たる太守のもとに軍事を束ねる都尉がおかれていた。都尉は秩の上で太守ときわめて近い位置にあるだけでなく、太守と同様、府を開いて治所をもち行県することもできた。このような両者の関係は互いの暴走を防ぐ巧みなシステムとして評価されている。しかし、両者の力が拮抗しているといっても、都尉はあくまで太守の下に存在するのである。本稿は両者がその運営上いかに関わりあっていたかという実態面について、解明の手がかりを得ようとするものである。ただこの問題に関しては文献史料のみでは解決が望めないので、簡牘を用いることにした。具体的には候官を中心とする軍政系列と民政系列の県との関係をみることになる。その結果、両者の関わる局面として、人事や事件の処理といった事柄がみられた。これらはある程度の普遍性をもつ事柄であるため、辺境における両系統の関係のみならず、内郡のそれを考える上でも参考とするに足ると考える。

In the Former Han period, each commandery had a taishou 太守 as its chief administrator and a duwei 都尉, his subordinate, who was in charge of military affairs. Duwei were not involved in civil affairs, but we can see from their salary and other clues that they had almost equal power. In what way was the administration of military affairs with the duwei at its head related to the administration of civil affairs? Regarding this point, there are many possible sources of evidence, but in this paper I make use primarily of wooden slips (jiandu 簡牘) excavated from Juyan in Gansu. To be more specific, I examined the records pertaining to county officials and those pertaining to watchtower captains (houguan 候官), both subordinate elements in their respective hierarchies. I find that both were involved in personnel questions and the handling of problems at the local level. Since these two areas of interaction are general ones not specifically connected to the frontier, these findings can be generalized not only to other frontier areas but also to the interior.
