<論説>一八―一九世紀転換期のウィッグと非国教徒 : ホランド・ハウスの人々

Abstract

イギリスで非国教徒の政治的な地位が保証されるようになるのは、一八二八年の審査法・自治体法廃止以降のことである。これ以前、非国教徒はその政治上の立場の不安定さ故に体制批判的な政治行動をとる傾向を持ち、議会改革運動やアメリカ独立支持、奴隷貿易廃止運動等で活躍した。中でも合理主義的非国教徒と呼ばれる信仰グループは、一八世紀後半から一九世紀初頭にかけての急進主義的思想・運動において極めて顕著な存在である。彼らは裕福で教養ある商人や製造業者からなっていたが、フランス革命勃発以降イギリスの世論が急速に保守化する中でも体制批判の姿勢を変えず、その急進主義的な言動はしばしば取締りの対象となった。しかし、この合理主義的非国教徒は非常に少数でしかも上層の階級に属していたため、イギリスの自由主義・急進主義運動上彼らは重要でないとする研究者が多い。だが本稿では、その多くが有権者であった合理主義的非国教徒が一八世紀後半以降のウィッグ、特にフランス革命勃発以降のフォックス派にとって欠かすことのできない支持勢力であったこと、また彼らとウィッグの政治家の交流はフォックスの後継のホランド卿の時代には個人的な友情や婚姻関係にまで発展していたことを明らかにした。合理主義的非国教徒は、その政治信念を政治家に直接反映し得る場を獲得していたのである。

In recent years the study of religion in the field of British politics and society has been gaining popularity. In particular, the political behavior of dissenters is a big topic. Their prominence in the campaign for parliamentary reform and the movement against the American war has attracted many researchers' attention. On the other hand, however, there are those who question the significance of dissenters in political radicalism. For example, Roy Porter says "their zeal for socio-political reform should not be exaggerated" and "not till the 1780s, and then only among a hothead minority, did Nonconformity show a potential for political radicalism." John Brewer argues that the only dissenters involved in the cause of liberty were the ones in the small circle associated with Price or Priestley. Critics like them seem to conclude that the "hothead minority" or the small circle of Price or Priestley did not contribute much to eighteenth-century radicalism. We must admit that such a group as they mention, which we can call "rational dissenters", was small and growing smaller. However most of the rational dissenters were rich merchants or manufacturers and some times held dominant powers in local society. Besides, they were electors. Their religious circumstances gave them no alternative but to support the Whigs. Their vote became essential for the Whigs from the late eighteenth century, particularly for the Foxites after the French Revolution. In this essay, the author investigates some rational dissenters whose names are listed in the dining books of Holland House. The relationship between them and Lord Holland tells us that rational dissenters built strong connections among the Whig circle and could exert direct influence on the Establishment.
