<論説>版籍奉還前後の朝鮮政策と外務省 (佐田) 調査団の朝鮮派遣

Abstract

本稿は、幕府から明治政府への政権交替による朝鮮との国交再調整問題に注目し、版籍奉還を前後にした時期においての明治政府(外務省) ・対馬藩(倭館) ・朝鮮政府(東莱府) 三者間の認識と対応、対朝鮮外交・貿易一元化への動きの一環として計画され、実際に派遣された佐田調査団の全貌(計画から帰国報告まで) 、そしてそれが以後の対朝鮮外交政策の樹立に与えた影響について検討したものである。これらの点を明らかにすることは、明治初期における日本の朝鮮政策の原型を理解する上で役に立つだろう。

In order to compehend the basis of Meiji foreign policy regarding Korea, one must first analyze the shift in relations which coincided with the collapse of the Edo bakufu and rise of the Meiji government. This paper then examines how Korea, the Meiji government (foreign affairs ministry) and Tsushima recognized and interacted with each other, Thereupon, analysis shifts to the nature of the Sata Commission, which attempted to unify diplomacy and trade with Korea, and its impact upon the Meiji state's subsequent Korean policy.
