<論説>近世ロンドンの教区 : いわゆる「ロンドン安定論」をめぐって

Abstract

一六世紀後半から一七世紀にかけて人口の急増したロンドン市は、従来は貧民・浮浪者の増加などに対応できず、危機的状況下にあったとみなされてきた。しかし、近年ロンドン市の下部・末端組織における結合の強さに注目して、その安定を主張する研究が現れてきた。本稿では、末端組織のうち教区に注目して、エリザベス期からジェームズ一世期のロンドンにおける諸変化に教区がいかなる対応を示したかを明らかにすることを試みた。教区では、教会出席の促進といった教区本来の役割を効率的に行う努力がなされたのみならず、浮浪者対策・ペスト対策・救貧対策などの行政面でも教区の活動範囲は拡大した。更にはそれと平行して、より効率的な教区運営を目指して、少数の教区民に権限を集中した「特別教区会」が設立された。このように、人口増加に伴う諸変化に対応する中で、教区の行政能力の拡充が実現したのである。

London (the City arid its suburbs) experienced explosive population growth and an influx of migratory labourers in the late sixteenth and early seventeenth centuries which, according to standand scholarship, led to an administrative crisis. Recently, however, scholars have emphasized the stability of early modern London, paying particular attention to the solidarity of London's social substratum. The author, following these leads, intends to examine parishes in order to reveal how they reacted to the changes which occurred during the reigns of Elizabeth I and James I. The prime duty of parishes was to promote church attendance. In addition, parishes became heavily involved in controlling vagrants, eradicating plague and providing relief for the poor. Parallel to these developments, "select vestries" were established which thereby concentrated authority in the hands of a small number of parishioners in order to more effectively administer each parish. In short, the administrative functions of parishes expanded in response to the changes caused by population growth.
