<論説>ヴィクトリアン・ボビーの形成 : 『ポリス・ガーデイアン』に見る警官の職業意識

Abstract

イギリスに新警察が誕生して約四〇年後の一八六六年、事実上の警察機関紙『ポリス・ガーディアン』が創刊された。九○年にわたって警察の利害を代弁し続けたこの新聞は、末端警官の生の声を伝える貴重な史料であるにもかかわらず、これまでほとんど顧みられてこなかった。本稿では、労働者でありながら権力を行使する立場におかれた末端警官が、装置、あるいは制度としての警察に組み込まれていく過程を、『ポリス・ガーディアン』が主導したキャンペーンや、投書欄で展開された論争を中心に検証した。理想的な警官像が「社会との交流」や「専門性の獲得」に求められるなかで、警官たちは『ポリス・ガーディアン』が創りだしたボビー像のもとに警察への帰属意識を育んでいった。市民の友人「ボビー」の誕生とともに、イギリス警察は社会奉仕型の市民警察としての自己を確立し、警察権力は巧妙に不可視化されたといえる。

The Police Service Advertiser first appeared in 1866. This newspaper saw it as its duty to improve policemen's working conditions. The Advertiser's change of name to the Police Guardian in 1872 reflected how it aimed to affect a rise of policemen's social status. Although some studies have been made on the mentality of policemen, little attention has been given to this newspaper. In this article we examine the occupational consciousness of policemen in the letters that they wrote to the Police Guardian. The information which it gave about conditions in various forces enabled readers to make comparisons with other forces. Its colum was a vital place where many policemen could complain. The policemen came to have the feeling of togetherness by reading articles and joining the campaign to improve their conditions, which in consequence brought up their identity to the level of the police organization.
