<論説>律令時代の郡家立地に関する一考察

Abstract

律令時代の郡家の立地については、従来、交通の便に優れた場所に置かれる傾向が指摘されてきた。しかし、これらの多くは郡家と交通路との近接性を漠然と説くものであり、郡家がいかなる意味で交通の便に優れた位置にあったのかという点については、これまであまり論及されてこなかった。本稿では、『出雲国風土記』および各地の郡家遺跡の検討を通じて、郡家建設の際に重視されていた条件について考察した。その結果、郡家建設の際には、郡内交通以上に一郡レベル以上の広域交通の便が重視されていたことが分かってきた。国府成立以前に創設された郡家については、国の領域的枠組みにとらわれずに各地域の幹線交通路沿いに立地したものとみられ、郡家立地において国内交通の便が意識されるようになったのは国府成立以降であった可能性が考えられる。

It has been pointed out that county seats in ancient Japan tend to be located at a convenient place for the traffic. But previous studies have only mentioned the neighboring location to roads. These have not discussed the details about of the accessibility to major roads or waterways yet. By examining 'lzumonookuni- Fudoki' (an ancient topographical description of the Province of Izumo) and the location of ruins of couny governmental facilities, this paper will argue that the most important requirement of the location was the accessibility to outside counies rather than within the country. It seems that many couny governments founded before the establishment of provincial capitals, tended to be located at the trunk of the road in each traditional area, without considering the regions of the province. Presumably, it was after the establishment of provincial capitails that the accessibility within a' province became important.
